Medi-Cal Managed Care


In 1998, the UC Berkeley Center for Health and Public Policy Studies conducted a survey of all Medi-Cal Managed Care (MMC) plans in California. The project was funded by the Medi-Cal Policy Institute   of the California HealthCare Foundation.


Baseline Survey


Sixteen MMC plans operating in two-plan counties or operating as county organized health systems (COHS) were surveyed in 1998, including eight Local Initiatives, five COHS plans, and three commercial plans. The response rate to the survey was 100%. The questionnaires were organized to collect data in seven different areas: general descriptive information; enrollment; provider networks; health promotion and disease prevention; quality assessment and data collection; consumer involvement; and plan opinions. All respondents were guaranteed complete confidentiality of their responses, particularly given the sensitive nature of some of the information requested. Respondents were assured that information would be presented only in aggregate form.

The survey instrument was developed in collaboration with key stakeholders in the Medi-Cal arena.
